On May 7, 1847 the New York State Legislature chartered "a Free Academy for the purpose of extending the benefits of education gratuitously to parsons who have been pupils in the common schools of the ... city and county of New York". The book includes an extensive bibliography of books,articles, dissertations and major policy documents, as well as chapter notes and an index. The Free Academy was born in controversy and today the City University of New York is again in the midst of controversial changes.
